Description

At the World Bank, a member of the World Bank Group (WBG), you’ll join a diverse, global community working across cultures, disciplines, and borders to address the world’s most pressing development challenges. With 1.2 billion young people reaching working age in the decade ahead, the challenge of job creation has never been greater. Through partnerships across 145 countries and more than 182 offices worldwide, we work with governments, private sector, development partners and other stakeholders to invest in people, strengthen markets, and deliver scalable, data-driven solutions that generate more and better jobs and improve lives. For more information, visit https://www.worldbank.org/en/who-we-are/ibrd

Bolivia faces overlapping development challenges. Macroeconomic pressures, limited access to finance and markets, and low productivity constrain investment, export diversification and job creation, especially in rural areas. Deforestation, forest degradation and recurrent severe wildfires threaten biodiversity, watersheds, agricultural production and forest-dependent livelihoods, while droughts and floods increase exposure to climate shocks. Fragmented institutional mandates, insecure land tenure and weak enforcement further constrain sustainable land use and private investment. Addressing these challenges requires stronger environmental governance, integrated climate and fire-risk management, and economically viable opportunities that link forest conservation and restoration with jobs, incomes and resilience, especially for Indigenous peoples and rural communities.

The World Bank is supporting a portfolio of forestry, environmental sustainability, climate resilience, landscape restoration and climate finance engagements in Bolivia. Two key operational workstreams are: (i) preparation of the proposed Resilient and Inclusive Conservation of Ecosystems through Sustainable Solutions (RAÍCES Bolivia; P511187) operation, focused on stronger forest governance, climate-resilient productive landscapes, forest bioeconomy, fire risk reduction and mobilization of climate finance; and (ii) implementation support for the Targeted Restoration and Economic Enhancement of Chiquitania Forests for Sustainability (TREES Bolivia; P509669) project, financed by the Japan Social Development Fund and implemented by Fundación para la Conservación del Bosque Chiquitano (FCBC), with a focus on restoration of fire-affected landscapes and local livelihoods in the Chiquitania.

Alongside these operations, ENV is engaging with national and subnational counterparts and development partners on environmental and climate policy, potential investment and advisory engagements, resource mobilization and consultations with stakeholders. Continued in-country technical and operational support will facilitate continuity across project delivery and the broader ENV dialogue in Bolivia.

The ETC will provide technical, operational and coordination support to ENV in advancing the World Bank’s environment portfolio in Bolivia during January–June 2027. The assignment will focus on RAÍCES preparation, selective TREES implementation support and broader ENV engagement, including policy dialogue, business development, fundraising and stakeholder consultation.
The ETC will work under the Practice Manager’s overall supervision, in close coordination with relevant TTLs and World Bank teams. Activities and priorities will be adjusted to portfolio needs and the status of government and partner discussions.

Scope of Work

A. RAÍCES Bolivia preparation

Provide technical and operational support as preparation of the proposed RAÍCES Bolivia operation advances, including:

•  Project design and results. Refine the theory of change, component design, results logic and operational arrangements, strengthening links among forest governance, landscape resilience, fire management and viable forest-based economic activities, including jobs, local incomes and markets.
•  Climate finance architecture. Contribute to the design and coordination of potential Green Climate Fund (GCF), Adaptation Fund and other co-financing opportunities, including financing complementarities, implementation arrangements and alignment with mitigation and adaptation objectives.
•  Policy and institutional components. Support technical work on forest sector reforms, institutional strengthening, environmental compliance, climate finance readiness, measurement, reporting and verification (MRV), carbon rights, benefit sharing and related enabling conditions.
•  Fire resilience and territorial priorities. Provide inputs to integrated fire management, early warning, preparedness, selection of priority territories and bioeconomy clusters, considering environmental, social, institutional and productive criteria.
•  Preparation documents. Draft and review selected project and technical materials, such as concept and preparation documents, results framework inputs, policy and technical notes, mission briefs, presentations and management materials, as relevant to the stage of preparation.
•  Dialogue and missions. Support technical meetings, consultations and World Bank missions, including agenda development, coordination with government and partners, meeting notes, aide-mémoire contributions and follow-up on agreed actions.

B. TREES Bolivia implementation support

Provide selective implementation support for TREES Bolivia, building on the ETC’s technical expertise and country presence, including:

•  Follow up on implementation support mission actions and coordination with FCBC and relevant stakeholders.
•  Review technical material on forest restoration, fire management, community livelihoods, value chains and results monitoring.
•  Contribute to mission preparation, field follow-up and selected operational documents, such as work plans, monitoring materials, technical notes and implementation reporting.

C. Broader ENV Bolivia engagement

Support ENV’s wider work in Bolivia beyond individual project activities, with emphasis on:

•  Policy dialogue. Support the preparation and follow-up of discussions with government counterparts on environmental sustainability, forest governance, biodiversity, nature-based economic development, climate resilience, climate finance and related institutional or regulatory priorities.
•  Business development. Help identify, scope and advance opportunities for new World Bank investment, advisory and analytical engagements; develop initial concepts, technical briefs and pipeline materials; and explore synergies with other Global Practices and country program priorities.
•  Fundraising and partnerships. Map relevant financing opportunities and partners; support the development of concept notes, donor-facing materials and funding proposals; and contribute to partner outreach and co-financing discussions under the Practice Manager’s overall guidance, in coordination with relevant TTLs.
•  Stakeholder consultation. Help plan and facilitate consultations with government agencies, subnational authorities, development partners, civil society, Indigenous peoples and local communities, research institutions and the private sector, as relevant; document key findings and follow-up actions.
•  Portfolio intelligence and coordination. Prepare concise briefs, stakeholder maps, background notes and meeting materials to inform ENV’s Bolivia engagement, and help coordinate follow-up with World Bank and external counterparts.

This workstream is intended to cover country and sector engagement not directly chargeable to RAÍCES or TREES. The ETC will not make commitments on behalf of the World Bank without appropriate authorization.
